It's a distraction, pure and simple. Even if turned off, then a) why would you keep it on? b) you might be tempted to think along the lines of...perhaps I could just turn it on for a minute...catch up on Corrie, or whatever.

Wouldn't you need a TV licence? That's 3 offences, life imprisonment in California. They might also crush her car just to be sure.
