I dont think people realise TBH as they can see quite well with street lights etc so they just think 'Oh I'll be ok'
I have seen one before on unlit NSL A roads without lights, the only clue to his existance was the pedal reflectors.
There was also one cycling down the A24 dual carriageway south of North Holmwood at around 10:30pm with no lights, I only saw him/her when the driver swerved at the last minute. To maximize the chances of being splattered over the road they did not appear to have reflectors and were cycling in the gutter well out of the drivers field of vision.
