Trouble is, a lot of people see speeding fines as a tax.

A tax on law - abiding motorists, say the Sun. Although we must bear in mind that the people in charge of the Sun presumably regard listening to other people's voice mail as legal, so it's probably not controversial to suggest they may have a poor grasp of the issue
