Compulsory clackers for kids bikes ?

Is this a solution to the problem of kids on bikes whizzing past pedestrians with no warning ?

If you're old enough, you might remember attaching your Dad's Players cigarette cards to your bike with a clothes peg off the forks, so that the spokes hit it as they went past, making a cool motor sort of noise.

Well, a Manchester borough council is planning to trial the use of an updated version of these to help cycle safety.

Well I was going to fall for it until I saw wafflecat's reply:blush: but then I often do believe April Fools jokes. I think council ones are usually good because you believe they could do something that stupid.
