I was waiting at Stratford on Saturday for the train home with the bike (it was raining and I am a wimp ) when I noticed that my computer had me doing about 17 mph. Is this normal for them to be affected by the overheads, or just because it is a cheap one ? Probably also explains why my max speed has been 73 mph for some time now.

I think this normal with cheap computers, especially wireless. My cheap one does the opposite though, when it goes near a source of interference it stops recording, so I'm doing 0mph, whilst freewheeling down hill . For me its usually a sign that I need new batteries.
