A45 Northampton, Barnes Meadow interchange - this is probably aimed more at tractors, but I'm not sure if this counts as a prohibition for cycles.

Many of us can exceed 25mph on our bikes. Even if only downhill, or for short sprints on the flat. Most of my rides max speed somewhere in the low 30's, occasionally high 30's, very occasionally even over 40mph. And I am by no means a fast rider.

I think the usual standard for this is best exemplified by the 25 mph requirement for Class I motor traffic - i.e. to be allowed on motorways. Highways Act 1980
