It has lower mounts, and i use one of these for the upper mounts http://www.wiggle.co.uk/mpart-single-bolt-seat-post-clamp-with-rack-mount/ works a treat, i have no problems with heel clearance on a 61cm frame and plan on touring on it. Currently have chromoplastic guards mounted aswell.
Well as I'm quite short I'd be getting the 52cm frame and I'm concerened I'd have issues with heel clerance 
shame as I actually pretty set on the Rose as it was a fair bit cheaper and seemed to tick all the boxes, seems such a stupid omission from a great spec bike

Go with the Boardman you'll never regret it, I've yet to have struggled up hills with it (I live in a very steep hilly area) or found it wanting on the flat, it's a great bike for the price.
The brakes take a little while for the pads to bed in, but once they do, they stop you with authority, I never had a problem setting mine up either, like others claim to have had.
Has all the holes to mount a rack and mudguards too, so no problems there.
I too was in the same situation as you on opting for which bike, took me a few test rides (other brands) and a lot of review reading before the Boardman ticked all the right box's I was after, after a years worth of use I can say ... I made the right choice

check the lengths of the rose's chainstays (should be some sort of geometry chart on the site) and compare with the boardman and other bikes with rack mounts, just to be sure. I know the Roses TT is pretty short, whether they make up for this with longer chainstays i dont know. I dont know all that much about geometry tbh. Or just contact Rose, pretty sure they'll give you a pretty straight answer. Also if you do go for the rose be sure to sign up for their vip program, similarly if you go for the boardman its worth signing up to British Cycling, i think you get 10% of all halfords purchases.
Can't find the Boardman in small which is the size i'd be needing going by the size guides so thats off the list. I can find the Genesis in my size though, my concerns are does it have the braze ons to allow a rack and mudgaurds to be be fitted and being steel will it rust?
I've got mine fitted with a rear rack and mudguards. With the front mudguard you'll probably need to bend the stay round the disc calliper, which I did, but fairly easy to do. For the rack you'll need to get a disc-specific rack, like this one: http://www.topeak.com/products/Racks/SuperTouristDXTubularRack_disc
I haven't even considered the rust issue - presumably as long as the paint is intact that will keep the moisture away from the steel?
After a bit of googling it looks like I needn't worry about rust, would take many years of complete neglect. Just noticed they do an internal geared 11 speed alfine equipped version. I gather they are a lot less maintenance and cheaper in the long run as its just a chain and sprocket to replace. But what are the ratios like on hills with a bike laden with work clothes, lunch and tools as needed for a commute?
Decided on the Genesis Day One Alfine 11, had a quick test ride of the 8 round hilly Bath and was really impressed, with a wider range and bb7s the 11 will be even better. Roll on Christmas

Heavy though. I tried one when I was looking around and I ended up buying a Tricross disc. That's a nice bike to ride - a bit like my VW Passat estate it does everything competently but isn't very exciting. I like the ride very much, it's smooth and comfortable over long distances and takes mudguards and a rack and is excellent with panniers., a great all-purpose bike especially for winter rides.
