Department of Insulation

I got a phone call from them this morning. Nice India man asked me if I wanted my house insulated. I would pay a small part of the cost and the government would fund the rest in grants.  
I told him there wasn't such a department and asked him which ministry he came under. He kept insisting he was from the DoI   and trying to get through his script  He gave up when I asked him for the address of his office. 
How stupid do these scammers think people are - hypothetical question as in a lot of cases the answer is "very". Not quite sure what the scam was, we never got that far. I suspect the ultimate victim would be the tax payer who would pay out grants far in excess of the work done.
