Disc Rotors

This may be a stupid question but here goes anyway.
If a disc rotor is said to be 160mm, is this the diameter of the rotor?

Yes it is. Note that it's a nominal dimension, most rotors are not perfectly spherical so there is some variation, but in principle 160mm rotors are all interchaneable.
