It isn't just limited to Oz...it has migrated across to California, and has now begun to appear among the young and trendy in the UK

Not quite a migration. I listened to the Radio Four broadcast upon which the article is based said the the Californian upspeak eveolved independently and that the Southern Hemisphere version possibly originated in New Zealand amongst the Moaries where spoken communication is a communal activity rather than a dialogue. It then migrated to Australia which exported the speech pattern with Neighbours and backpackers the latter being my suggestion.

There was an amusing moment in the broadcast when the academic explaining upspeak unwittingly used it herself. Like totally awesome!

Grrrrrr. I hate this, what I hate more is this hideous croaky voice thing that seems to have found it way over here too, mainly in 20 something women.

Grrrr.... I hate that since that was aired in 2001, soooo many people have jumped on the 'lets hate the slightest raise in intonation at the end of a sentence' bandwagon, and seem to spend more time looking for symptoms of up-speak so they can pretend to be offended, instead of just listening what people say.

On the migration point, she also noted that the rising intonation was also characteristic of Glaswegian and Belfast accents. But, then again, Aussies and Californians have been flocking to these two cities for ages, haven't they?:whistle:
