if the electric port that you plug a trailer into at the rear of a car with a towbar can be used to draw power from the car battery by plugging in an electric hookup cable such as those used on campsites?
If it's wired up properly, then pin 9 is a permanent live on a 13pin socket, and if you have a grey 12 S 7 pin socket (two sockets on your tow bar, one black one grey) the pin 4 is live

If you only have one 7 pin socket, then no, you can't.
only seven pins, so i guess that's it. i was more curious really; sometimes it might be useful to have a temporary hookup if i needed to run a small heater to dry out the tent...
