Does my ideal bike exist?

I'm looking for a bike that's reasonably lightweight (about 10kg), that can take mudguards and a rack, with 25c (or narrower) tyres, with flat bars, and with mountain bike style low gearing (probably a triple chainring and ideally a 34 cog on the back). It needs to be small, as I'm 5'2" (46 to 51 frame size depending on the make). Does anyone know if such a thing exists? I've looked and looked, but I've not found anything that's quite right. Hope you can help.

You don't mention budget - Look at the Whyte R7 range, not got a triple but decent gearing. Should take 25mm tyres, although on slick 28s will move well

I have a Cambridge from 2011, similar bike with rack and proper guards

Assume you've looked at the Specialized Vita and similar?

Wow! Thank you so much! I've only just started looking at the suggestions and already I'm so excited. These are great. I could have been looking forever and ended up being persuaded into buying something that I knew wasn't really what I wanted. Really, thank you for taking the time to help.

Hoy Shizuoka 0.003 was what I nearly bought.

I've now been following links from the Whyte bikes and like the look of this Marin bike

I think it is lightweight, and I like the capacity for a really low gear!
It comes with 32c tyres though. Would it be able to take 28c tyres? I don't know what it is about the wheels that determines the tyre size.
