Hasn't this guy come up before on Londoners videos? Doesn't he also wear ghastly white shorts with a blue crack-patch?

i've seen him a few times, not in those white shorts you mentioned. he did seem to have a lot of lights, ankle lights, wrist lights, bar end lights etc... but they where all crap and didn't really make him more visible as they where so dim.

I had an american football helmet as a kid. Amazing things, basically a cheap and heavy motorcycle helmet. It cuts out a lot of outside sound
