Driver distraction

I became aware of a feeling this evening that I should do my best to get some distance between myself and the car following. I eased off while there was a two lane section of road before a series of pinch points to let them get ahead. Sure enough I was treated to a display of speeding, tailgating and RLJ (which involved a nifty jink to undertake a car already stopped at the lights). All this is par for the course through Camberwell but what was unusual was that the driver was watching TV at the same time. It's been a depressing day for motorised stupidity.

How can a motorist think they can watch TV at the same time as drive. They obviously have no worries about getting caught or that they may be involved in an incident as a result.
