Whats my cheapest option to carry a emtb on the back of my kia rio 2016?

Ideally I'll carry 2 bikes one electric one standard.

Would i need to get a tow bar fitted?

Tried google but getting a little confused

Towbar mounted Cycle Racks.

The thread starts with insurance discussion but theres some comments later inc from me about my experience which unfortunately was 2 eBikes and a rack was too much weight - it would hit some speedbumps. I had checked the noseweight in advance and I was under the 60kg recommended for my car. I now use roof racks.

For you the weight will be less, but its worth checking the noseweight limit to be sure. You will need a towbar yes. As for cheapest well I personally wouldn't skimp on the carrier, I always choose Thule racks as though expensive they are the best.

I had a quote to get a tow bar fitted...£550!! So thats out of the question!

Problem with roof bars is 1, im not sure i could get it up there and 2, the mrs doesn't want bars left on the car all the time.

Transporting it is the one thing stopping me buying the bike at the moment

That's a reasonable price to get a tow bar fitted. If transport is an issue that's holding you back I suggest a tow bar and tow bar mounted rack would be a very worthwhile investment.

The tow bar mounted racks I used to have were a dream to use.
 
Thule towbar rack fitted earlier this year for our two(2) electric bikes. Declared same to our insurance and received a refund!! Apparently less damage to my car if someone bumps the rear. Have to take batteries off whilst carrying them. Had no problems at all.
