The station is really confusing -- it was only on my fourth attempt to exit that I realised there were two levels! If you arrive by overground train, you're actually on a viaduct/bridge.
Outside the station (on the upper level), turn left and go towards the river. You'll see the south bank stuff with a pedestrian area, and maybe Hungerford Bridge ahead (the railway bridge you can walk across to get to Charing Cross). There's steps though, you can't really go over that way.
Waterloo Bridge is the best option, there's a wide cycle lane *and* a bus lane (not combined) on the bridge itself, so go right -- the big roundabout has been OK every time I've used it.
Once you've crossed the river, you can go straight on, although cars have to go left or right. There's a gap so you can get on to Wellington Street (coming the other way, there are bike traffic lights at this point).
