I thought something like that myself. He manages to control the camera well enough while riding along and I don't think it's fixed to his head or anything. ..and swing it 180 degrees a lot.
It's either fake/staged or this guy has upset the locals big style.

A little more digging its Lake County northern California. The man (recorder) is likely native american going off pictures.
On the main video it says "Report any of this, they gang up & do more". Possibly friends but it also could be locals acting normally.
