If you're doing rattle can enamel, you do well too take time, sand between coats, and allow each coat some time to dry. This can be accelerated by keeping the frame in a dark box in full sunshine or some other way of keeping it at about 140 f for extended periods. I use a compressor and small autobody detail gun, cheaper than all the cans if you run across such things in a rummage or parish sale. Powder coating has a fault in that it can chip rather easily, harder to repair than a chip in enamel. And the job is only as good as the craftsman.
