Openrunner.com is the main site. I dont know whether they have apps or not. You can flip between Google and IGN on it. So if it does not have an app, you could plan on the PC and then store your routes elsewhere.
Indeed. Some (I know Virgin do it because I'm on Virgin) operators let you buy data packs (x amount of data usage for y money) that last for 7 days. That might be OK short term but it'd add up quick.
Apps that use opencyclemap data should fulfill your second wish (being an Apple refusenik, I've only looked into the Android apps, and haven't tested any in the field yet).
