not neccesarily. garden leave can be ( and in the case of the company i work for) the 30 day consultation period before the redundancy axe drops .

For me three years ago, I was working on a series of revolving short-term contracts and the company just ran out of money to keep (ie. pay) me after mid-November, so said 'come back in January'. I checked the small print, they were within their rights, so I decided to make the most of it and did a short cycling tour in Morocco, which is very good at this time of year - cold nights but warm(ish), dry days.
 
I read it as garden leaves, what to do (with them) and was going to suggest the lawn mover.... oh well.

November is by no means the worst month to choose. Me, I would be going, er well I don't know actually. Depends on what your personal finances are like and where you actually want to go to, have been to before and want to avoid. Someone posted up a photo of Bodo in Norway (port that takes you to the Lofoten Islands) and the weather looked great for this time of year. I would jump at the chance of getting out there and seeing the northern lights.... cycling there day or night would not be an issue. So there is my suggestion - go and see the Northern Lights in Norway and get some touring in as well.
