Ive got a alan bike that i want to ride the dragon ride but the problem is my alan gear ratio is 44 inner and 54 outer with a 11 21 on the back will it be possible to ride the dragon or do i need legs like arnie.

that's a question which only you can answer. It's certainly possible to ride the route with that gearing. Whether *you* are capable of it is an entirely different matter...

looks like ill have to keep to my 12 25 with a compact on to be on the safe side i dont want to make a fool of myself walking up the mountains.

44 x 21 omg.
I use 39 x 21 or 24 depending on bike, and on the Dragon, nope unless you are very very fit.
