Gipiemme are an old established name but I have no idea how good they are these days.
If you need new wheels due to wear and tear etc on your originals, then I can't argue with the price, is it an up grade, not so sure?
Is it a worthwhile upgrade? That may depend on the rest of your bike ?

Bought them as they were cheap and weigh a few hundred grams less than my current and also look better, so win win at that price! Just not sure how long they will last.
Bike is a 2013 Boardman Hybrid Comp, only upgrade is the tyres to Rubino Pro 3's, shedding 400g off the old cheap wire tyres.
 
I have a set on my kaffenback. Perfect if you like clicky hubs when you freewheel.

At £55 for a set of wheels you cannot go wrong but remember to buy rim tape.

At that price I am tempted to buy some for my Revolt, to put skinnier tyres on, then I'd have a heavy Giant wheelset with 35mm CX tyres and a lighter wheelset with lighter tyres for road use. Would need some brake rotors as well though.

I like really clicky hubs because it saves me having to ring a bell. People move out of the way when they hear a swarm of wasps approaching.
