Handlebar adjustment

Hi all
I would like to raise my handlebars slightly, I have a threaded headset.
Can someone tell me if it's just the nut on the top of the stem that I need to loosen or the big nut lower down, there's also a circular turning bolt there too.

For a threaded headset, it is just the bolt at the top of the stem. If the stem hasn't been adjusted for some time, it is likely that the internals will have seized together - you may to give the bolt a gentle wack with a hammer if it won't move up and down by itself once unscrewed about 1/4", and you may need to then find something to help move the stem itself.

thanks for the info. Yep I think it's all seized up as I've never done it before, the bike is 8 years old but hasn't been used much at all.
It wouldn't budge.
May have to take it in to a bike shop I guess.
