Headset dust cover not sitting on top of compression ring - as per photos

Difficult to see but is the black ring (with the lower lip) just below the dust cap, the compression ring? If it is then I think it may be upside down.

Take it back to the bike shop that did that and get them to fix it.

So the dust cover does sit into the bearings if I take the compression ring out as per above but that doesn't feel right to me

Some of these dust covers have an o-ring inside to assure a snug fit, a touch of grease sometimes eases fitment.

what model , a lot of headsets have diagrams , this is an example but i cant say its model specific

Did think so but that was the cause of the gap in the original two pictures

Sometimes that split/compression ring needs a little push but not much. The narrower end should slip in the inner face of the bearing.
This might help (2:30 onwards - replacing the forks)?

Needs to sit inside top bearing inside head tube in frame. Anything else is asking for trouble.
