help to identify vintage racing frame

Got a vintage racer on my travels not my usual as I prefer vintage roadsters but something seemed to stand out about the workmanship in the frame. Been trying to identify it has beauitfully crafted lugs and grease nipples for the headset and crank. Some people have indicated a carlton but im still not convinc. As not been able to find a similar one in pic's anywhere. Any help would be greatly appreciated

Those lugs look like early Claude Butler but not my area of expertise,
