Everyone has responsibilities as well as rights. Stepping into the road and not paying attention because your face is glued to a screen comes under the heading of "Asking for it". Being a smaller slower squishy little thing does not make you immune from blame.
The road is public space. It's not a railway line.

. If you want to commit suicide go jump off Beachy Head, don't do it under my car.
False comparison, unless you're meaning to imply that your car moves according to capricious and implacable natural forces and is not under the control of a reasoning human being. In the first case you shouldn't let it on to the street, in the second case you should be able to control it such that it doesnt squash anyone who's doing something you could reasonably predict they might do. Which includes walking into the street without deferring to you

A car moving at 20mph takes forty feet to stop. If you're stupid enough to walk into the road without looking don't complain if one hits you, it is your own fault. You can't transfer your own safety onto everyone else just because you don't like their means of transport.

Indeedy. That is why traffic - including peds - is supposed to obey certain rules to keep everyone safe.

You need to be an extremely sharp eyed copper to spot that offence.
Maybe there's an app for that?
