I can't believe the numbers of posts asking how to do this when the tyre/rim combination is particularly tight.
The answer is TALC. Dust everything liberally with the stuff and you'll be amazed at the difference. Talc is naturally slippery and is the best dry lubricant known for rubber, divers know this and get through tons of the stuff for tight drysuit cuffs. Every bike fettler and mechanic ought to have some talc in the workshop. It's also useful for dusting tyre repairs to prevent the glue sticking to the inside of the tyre.
