...appears I have 9 'chats' or 'messages' but I can't access them - how does that work then?

As a new member you cannot access the chat room. It's one of a number of limitations on new user accounts that helps to protect CC from spammers.
Once you've made 10 posts in the forums you'll be automatically upgraded to a full user account, after which you can access all the features of the site.
It's all in the Welcome PM/email.

I often see the number in "Chat" as 1.
Bet that's an interesting conversation
