You cannot be sure. All large charities have admin costs and at one stage here in Oz Red Cross were quite open about it saying that 10% off the top went to admin.
What about arranging for a couple of bales of hay to be delivered to your local sanctuary?

Local sanctuaries are good, but I want my donation to go to donkeys overseas, especially the ones in Egypt that live a terrible life!

I suppose I could do, but would they tell me if say 50 percent didn't go directly to buy food, shelter, vet bills etc. 🤔
No.
Charities aren't obliged to say what donations are spent on.

Mad Doug gave you the best answer possible if you want to ensure you know where anything you donate is going.

They took £23m in donations and spent £7.6m on raising those donations so roughly 65% goes towards the fund, the rest on administration costs. However of the £23m, £16.1m comes from wills and donations on death… essentially 100% of your donation is funding their administrative cost.
