I'd hazard a guess that she tried to stop (reason unknown) and found nothing hard to put her foot on. Hence bike is horizontal.

She's just used the JCB (which she had secreted there beforehand) to bury her husband at the roadside, and claim his life insurance in order to buy to new motorbike. Or JCB.

Having spent many happy years motorcycling those very roads my guess is that she stopped, perhaps to let a car past the JCB, then rolled backwards and dropped the bike and was looking for help in lifting it. The discarded jacket and helmet might mean she was having a bit of a nightmare getting it upright while preventing it from rolling back; she would need to get to the gear lever on the left hand side and pop it in gear to hold it on the hill.

If you move a couple of hundred yards down the hill a car seems to have stopped beside the JCB.

I wonder if the scratches on the nice shiny mercedes made him wonder if he should move a bit further out next time he passes a cyclist?
