But enforced by different authorities, I think. Council can enforce the yellow lines, the Police the mandatory lane, hence the duplication.

FWIW, I do see the parking enforcement people at that end of town fairly frequently (at least, more frequently than I see them anywhere else). The big problem is that the drivers doing this are selfish, and evidently don't give a toss about the possibility of getting a fine.

Quite. In Epsom, the council, in their wisdom, have decided to allow blue disabled badge holders to park on double yellows.
Now, I'm all in favour of disabled people having enough spaces to park in, and in places convenient for shops &c.
But either a location is a safe and appropriate place to park or it isn't. If there are not enough disabled spaces, they should create more in existing car parks, by converting some of the ordinary spaces to disabled ones.

Having this odd system where parking on a double yellow is OK if you have a blue badge is just ridiculous.

I don't have a camera proper, but have just decided to stop and photograph the offenders with my phone camera every day.

Telling Sainsbury's is an idea, there is a security guy by that entrance who should have a clear view of when it's happening and could go out and remind them it's illegal....

Pfft, good luck with that. Can't see your average security guard caring much.

I don't use Oxford/Wilmslow Road at all - A34 Upper Brook St, then it's eather onto the Dual carriageway at Levenshule end, or I nip down to the road opposite the Armitage Centre, which takes you round the back of sainsburies and on to Parrs Wood Road.

Yeah, except I really do want to end up a block away from Sainsbury's so it's easier for me. I have done the back-end-of-Rusholme alternative which takes you down Ladybarn Lane round the back of Sainsbury's but it is slower due to all the zig-zagging and the inevitible wait at a very odd junction here
(from oncoming traffic's point of view here - bear in mind I want to come out that darkened hole on the left, and go straight over to the right!)
 
It is difficult to get anything done!


This one is an example... this guy used to park here every morning while they went for coffee and breakfast.

Police - It's outside their jurisdiction as it is a "double yellow line" parking offence and therefore needs to be resolved by the Parking Enforcement Office.

Parking Enforcement- Oh No it's not! As the vehicle is on the pavement and a crossing so they can't deal as it is an obstruction issue so it needs to go back to the Police

Police - Oh No it's not, it is clearly a parking offence as it is double yellow lines, so the illegalities are irrelevant..... back to parking enforcement

Parking Enforcement - The Police don't know what they are talking about, the double yellow lines are irrelevant, it is the illegality of being on th pavement and crossing that means they cannot ticket the vehicle for parking.... back to the Police.

In the meanwhile the Licensing Office can't do anything either as despite the poor standards of care it is either a Police or Parking matter.

Basically none of the appropriate bodies could be bothered to deal with the matter.

Eventually a three month correspondence with the Road Safety Commitee forced the Licensing Office to put points on the drive's Licence, as even they could not persuade the Police or Parking Enforcement to act!

I wonder why taxi drivers are so easily able to park illegally without impunity?

Is it because if some traffic warden, invariably on his own was to attempt to ticket a taxi driver, there's be about 200 taxi drivers suddenly surrounding him strongly advising him not to?

nah, they all just go on strike complaining that there are too many taxi licenses being handed out and not enough taxi ranks.

at which point they actually use the ranks to park in (instead of parking illegally round the corner) and make town a nightmare

thats what happens in coventry anyway.
