I did wonder what deterrent value there actually is in this sentence

Considering the chances of getting caught with one of the many defective or poorly maintained vehicles out on the road is small, and when they do the censure is minimal

This is a very sad, and very unique case

But will it stop Fred Bloggs Fly Tipping from driving around in a dodgy truck?

We should perhaps use this case as an incentive and toughen up on these vehicles before they kill or injure
 
I was watching some coverage of this on the news. Apparently the brakes were completely shot to hell. There were warning lights on, but the mechanic and owner told the driver not to mention that to the investigators. So, not only did they allow the truck to get into a massively unsafe condition, they also tried to cover their own sorry behinds.
