This is guesswork but the Tour highlights are only made each evening, so it probably has to be transferred, transcoded and mirrored onto the network of download servers before it's available and that takes time. The DVB-S broadcast version is about 2Gb - the internet version will be smaller, but that still means processing 2Gb of show and I suspect the internet version will still be about 700Mb.

Library programmes like the Professionals are already encoded and probably even mirrored, so they'd only need to enable some links in the software to make it available, which is quite a quick task.

I wonder if the 7pm show is actually played out over a satellite link from somewhere in France rather than from ITV playout facilities, which means the first opportunity for ITV to add it to the ITV player is some time after the first playout.

Quite possible. They don't have much time and the broadcast was interrupted once in the first week in a way that looked like satellite transmission failure.

The show usually appears on ITV player before the first repeat, in my experience. Where I lived a few years ago had a pre-Freeview shared antenna with a filter that filtered out ITV 4, so I got used to waiting for the show to appear online.
