Schwinn made a Jaguar model but this looks to be the make.
Could be fifties/sixties.
The Sturmey - Archer hub should give the year (assuming it's original). It looks like bolt on seat stays which would suggest '50s or '60s at a push (or before but I don't think it's that old).
No real value to it but what an interesting bike. Well worth a bit of time and money spent to bring it back to usable condition.
The Weinmann brakes should have been the clue to its German heritage.
