Its just the same as hitting the poor guy with any vehicle and the rider should be punished accordingly. Though if my experience is anything to go by it will be bugger all.
My friend was hit and killed in a hit and run by a driver who had no MOT, no insureance, no driving licence as he was suspended for speeding offences, and was speeding in a 30zone AND managed to jump a red pedestrian light to hit her.
His penalty was a £300 fine and 6 points, to be added to his licence when it gets re0instated.
