I think you may have misunderstood - depending on the torch, often there is an element of crossover in the beam, i.e. the bottom third spills light to the top of the beam once you're more than 5-10m away from the torch. That means masking the top third might be the wrong bit to do.

I've experimented with both - def better to mask the top.

Can I have some recommendations for extra-bright flashing front and rear lights, i.e. names and manufacturers?

I've had 30+ years of car prices (high), so haven't got much notion as to what is silly cheap or silly expensive when it comes to bits for my bike.

If you want seriously bright rear lights and are happy to pay for them, I strongly recommend DiNotte. Made in the USA, the easiest ones to get a hold of are the DiNotte 140L as you can generally get them in the UK. For a brighter light you just cant beat the DiNotte 400L. Having used both, I can definitely say that the 400L is the better light and worth the money, the only problem is that as far as I know no-one is importing them for sale in the UK so you have to order direct from the states.
