In the good old days the gates at crossings were controlled manually, and worked so that they completely blocked either the road or the line.
(Except for the crossings with no gates at all, when you just had to hope that people took care and weren't unlucky.)

I don't want to sound callous, but if you can't understand why level crossings are dangerous and what all the flashing lights and bells are about, there's no hope for you.

Manning all crossings would be expensive and inefficient. Sorry - better to let natural selection work its course here. At the end of the day, people have to take some responsibility for their own safety and if all reasonable steps are taken to warn, and these are not heeded, there's nothing more that can be done.

It doesn't have to be expensive. Just take a few thousand unemployed people and tell them that it's their job now. The salary is the same as their benefits but if they won't do it, or if there's an accident on their watch, they don't get that.
The problem with just letting stupid motorists get killed is that it can disrupt the train service, and that would never do.

I already got a job.

Making unemployed people work for benefits is done in the States where it's called Workfare.
