Name that Light ?

In the last couple of days i've seen 2 commuters (1 in Aldershot & 1 in Exeter) with a front light that flashes 3 times in quick succesion * almost like a strobe effect like the blue grill mounted lights on a Police car, it was in a silver casing and looked to be about 4 inches long

Any Ideas ?
