Only met him for the first time on Thursday as I saw him getting changed near the bike racks, only Friday I actually saw his bike and lack of lights.
Well, he has a rear light (knog frog) but no front one at all, despite riding nearly 10 miles to work

Yes, but approach tactfully.
Might be good to get some information regarding approx. prices and local availability beforehand, then you will be prepared if your colleague appears receptive to advice.

With Ianrauk on this, get 'em told. If they don't like it, then so be it. You don't know them, so it's not as if you have lost a friend. Remember, it's idiots like that that get motorists backs up against those of us with correct and proper lighting.

Burn his eyeballs out with your Hopes, and then say, 'You need some like this'.
That's the thing though, he was there as I was putting my bike away, 2 Hopes on and 2 Smart 1/2 Watts on the rear, will have a word with him on Monday.
It's up to him then if he takes any notice or not

Actually in a similar position this week. Except there are other problems to sort out too. My idea is more along the idea of what snorri says. I would say if they have a rear light that's an improvement on nothing and also they might be persuaded to get a better set of lights if you come armed with info. 10 miles is a lot further than many other ninjas and fairies ride though.

have a chat about bikes in general using your personal charm....ah ok scratch that....just have a chat, lead the conversation to bikes and talk about your kit and lights that you like. Or maybe something like, wow I thought my lights were bright but I saw this guy the other night.......

Lot's of ways of bringing it up without being offensive and he could be just new to cycling or genuinely clueless.
