Did an unofficial tally of the number of cyclists I saw on the way home at 6am who had no lights, quite shocked that in my 10 miles and 45 minutes I saw 6 out of 10 without lights
By 6.30am it is just about light enough to maybe get away with it,personally I would still have mine on though.
Is this about average?
I'd have thought it would have been more like 70/30 with lights?

Is that in town ... from my wanderings I think that generally I see greater numbers of the unlit in the city than I do in the less well lit, and slightly higher speed limits out of town.

In town around here I wouldn't be surprised if the figures were more like 70/30 without lights. People are better once you get onto the country roads though, generally they are all lit up in some way.

I think that you need to take a proper sample of thousands of cyclists in different places and times.
Yes I agree, this was just the first time I'd ever bothered to do a count that's all.

To be honest I was just as shocked to actually see 10 other cyclists ^_^
