Such a condition is not unknown. Google "tree man" and you'll get loads of info on an Indonesian guy, named... IIRC, Dede, who has been the subject of several documentary-type programmes on the condition. In teh Indonesian guy's case, again IIRC the cause is a wart-type virus going out of control. As it's viral, cutting does not cure the problem as the stuff just grows back. It requires medication as well as surgery.
