Doesn't come as a suprise. Two local schools at which they almost fight to park as close as possible to the entrances.
Parking on junctions is just as bad.

I don't believe that figure, if you are a parent of a child at primary school you get letters home telling you you are not allowed to park there. However if you are a selfish, lazy parent you just ignore the information and file it in the "that rule doesn't apply to me box".
You expect someone to read a letter which in their eyes has no relevence to them? Biggest problem with letters to parents is most people decide if they're doing to read something in the first half of the first sentence. In short the letter is mostly wasted paper. So no that figure doesn't surprise me at all.

Do you mean yellow zig zags outside schools? I think that they are only at school letting in and out times.
White zig zags at crossings, you are never allowed to park on. Although it seems everyone does.

Ok even if they didn't read the letters, we used to get the police along on a regular basis to help those selfish parents in their understanding but they had very short memories!

If I were the headmaster of a school I'd be sorely tempted to place nails and pins & the suchlike on the zig zags then place a sign nearby informing people the zig zags were littered with debris; anybody silly enough to park there would hopefully end up with 4 punctured tyres

If you take the title literally then it doesn't surprise me.

I wasn't aware parking on zig zags is only banned at school run times. So I would have been one of the 17%.

So far as I can tell, if there is a TRO, then there will be a plate displaying the times of prohibition. Could be all day, or just pick-up time x 2. Civil enforcement.
Otherwise the zig-zag enforcement is down to a police officer, who could allege obstruction.
