Leave it open for all to use whenever they want. Public money, public resource.

It wouldn't be too difficult to arrange certain times for races/training sessions for schools and clubs to have it to themselves. It's managed all over the country with football/cricket pitches in parks.

I've never ridden on a purpose built track but if you can get an impromptu local club together, a couple of hours for 20 riders would only be £5 per head. New surface, no traffic lights or cars, no random obstacles whatsoever - it could be fun.

I went round a 1.74 mile racing circuit in an obscure small town on the edge of Turin. Was very cool. Funnily enough most of the time it was deserted, but apparently a few times a year they have proper hard core races on it.
