There used to be a frame builder called Tony Villiers (Villiers Velo), who in addition to building gorgeous frames, also refurbished Moultons. He bought my Moulton APB about 6 years ago.
I think he was based in Rochester, Kent.
His website does not appear to exist any more, but he used to advertise in the back of the CTC mag too.
Maybe he still does??
