Its all true. Or, at least, it is mostly true.
The road in question (Victoria Avenue) has a ped/cycle path on at least one side, and on the other theres a bus/cycle lane over the bridge. So the pavement cyclists there weren't in the wrong.
Its a city where it doesn't pay to look proficient; look like you're not a danger and the motorists will give you less space, its the inevitable result of having masses and masses of inexperienced cyclists. Got to make yourself into an obstacle, use a sort of 'incompetent vehicular cycling' style.
Its certainly true that outsiders riding here are often flummoxed.
