Presumably it was felt that male cops offering to hug women might be seen as intimidating or something? I dunno, somedays I wouldn't mind a hug off a policemen. But I already have a helmet...

They would probably get seen as pervs if they stopped women to give them a hug.
Infact, the same thing could happen with them stopping and hugging men.
So they shouldnt be hugging any of them, a shake of the hand at most and handing them the helmet at arms length would be more appropriet.
