I have set off one of those signs that tell you your speed,it flashed up red to say I was breaking the limit and displayed 32 mph ,its a fast rolling road anyway with a *very* slight downhill. Also on the same road when in the car it flashed up 28 mph in green but the car speedo read 30 mph,so i might have been actually at 34 mph on the bike. Not sure which would be the most accurate,the bike computer was not working at the time,but my last cyclocomputer seemed to read 2 mph slower than on the car(on a direct comparison)

A bicycle does not have an Internal Combustion Engine ( wow, what a revelation ) so does not need VCA accriditation.
This however is irrelevant. Even motor vehicles which do not have speed indicators are still subject to the limit.

Yup. Enforceable under the Royal Parks Act. http://www.opsi.gov.uk/si/si1997/19971639.htm which specifically mentions "vehicles" and "pedal cycles" instead of just "motor vehicles".

And here's the 2004 amendment that lowers the limit on the roads Richmond Park to 20mph (it was 30mph in the original 1997 act): http://www.opsi.gov.uk/si/si2004/20041308.htm

As others have said, normal on road speed limits apply only to motor vehicles, so they do not apply to bicycles.

ball awks - 12 mph is no one's definition of 'furious cycling' and if local bye laws I'd be doubtful they have been drafted properly. What if someone sprinted along the prom on foot?

For the last month or so I seem to set at least one camera a week off. I'm positive i'm never going above 30mph btw!
My best guess is it's something to do with my messenger bag as it never used to happen when I used panniers and it never happens when i'm not commuting.

does anyone know this patch of seaside? I can't see any 'speed' signs, I can make out one sign that looks like a blue 'Cycle Path' sign, but no others.

That won't be a problem, that often excruciatingly dull procession fails to get above 10mph as the trustafarians are too busy shouting about something political.
