That's a touring thing in case spokes get damaged far from home. Some used to put them on the drive side to act as a chain stay protector.

Now that's my idea of a tourer, I'd have just ditched the front 'top rack' thingy and levelled the rear rack.

Very smart indeed, good work cleaning it all up! I like the angled and flared randonneur bars, much nicer than the chop'n'flop on the previous incarnation IMO.
