Raleigh Routier Identification

Hi all,

I have recently purchased a Raleigh Routier frame and I am buding a single speed/fixie. I was wondering if you'd be able to help me identify the bike, when it was manufactured etc. There are two sets of digits:

Under BB: 59269
Bottoms of seat tube: 9033608

Any help would be great!
