So Mr Wilkins is found guilty of drink driving in March 2013.

But get this, at the time he was caught, he was already serving a two year ban for drink driving in May 2012. So he shouldnt have been anywhere near a car in the first place.

Surely this sort of disregard for the law should result in a spell in prison? No, this time they banned him for 3 years!!! Oh yeah that'll teach him, ban him for a bit longer because last time the 2 year ban worked didn't it.

I agree, he should have went to jail.

Look at the reports again. The 2 year ban was indeed imposed in March 2013 for an offence in 2013, but the further 3 year ban imposed in July 2013 was for his driving in May 2012. At no time has he driven while disqualified - if he had, a) he would have been charged with it and b) he would almost certainly have received a prison sentence.
The sequence is unusual, but his sentences are fairly standard for what he has done.
